"When a measure becomes a target, it ceases to be a good measure." Hospitals, schools, police forces and corporations are increasingly governed by , on the seemingly that what gets measured gets managed.

The appeal is understandable. Numbers promise objectivity and transparency; they allow comparison across time and place, and they appear to hold the powerful to account. Yet the history of target-driven management is . When hospitals were judged on waiting times, some reportedly kept patients in ambulances outside to avoid starting the clock. When schools were ranked by exam results, teaching narrowed to the test, and in egregious cases results were simply .

The underlying problem is twofold. First, most important goals are , while metrics are necessarily partial; whatever is not counted risks being neglected. Second, people are not passive objects of measurement but strategic agents who adapt their behaviour to the indicator. The result is a dynamic in which effort is from genuine improvement towards the appearance of improvement.

None of this implies that measurement should be abandoned. Data can illuminate problems that intuition overlooks, and refusing to quantify anything is merely an invitation to complacency. The historian Jerry Muller, whose critique popularised the phrase "metric fixation", argues instead for judgement: metrics are most valuable when used by professionals rather than as instruments of reward and punishment imposed from above. The art lies in remembering that the map is not the territory — and that the numbers, however precise, are only ever a for what we actually care about.
